Zimbabwe's Finance Minister Tendai Biti is likely to boycott a forthcoming trip to China to tie up a controversial $3-billion platinum deal which has provoked a political storm. Government insiders and diplomatic officials say relations between Harare and Beijing could become strained if Biti snubs the talks. China is anxious to secure huge platinum deposits in Zimbabwe worth about $40-billion for a market price of $3-billion. This has angered Harare officials, who think the Chinese want to swindle the country.

A new food assessment report says that close to two million Zimbabweans will still need food aid in the coming months, despite 'better economic conditions'. The US-funded Famine Early Warning System Network (FEWSNET) reported this month that about 1.7 million Zimbabweans will be in need of food aid during the next two months. Both FEWSNET and the Zimbabwe Vulnerability Assessment Committee (ZimVAC) last year estimated that about 1.3 million rural households will be food insecure between January and March.

Fear of infection and mass social change have driven a huge decline in HIV rates in Zimbabwe, offering important lessons on how to fight the Aids pandemic in the rest of Africa, scientists said on Tuesday (08 February). In a study in the journal PLoS Medicine, British researchers said Zimbabwe's pandemic was one of the biggest in the world until the rate of people infected with HIV almost halved, from 29 per cent of the population in 1997 to 16 per cent in 2007.

Deputy Prime Minister Arthur Mutambara refused to resign, defying a directive from his party to step down and accept a ministerial position after he lost the party’s leadership. Mutambara was replaced by Industry Minister Welshman Ncube as head of the faction of the Movement for Democratic Change at its congress in January, after which the party said he would move to the Minister of International Co-operation and Regional Integration.

Zimbabwe's main rival political parties on Saturday condemned a spate of violent clashes among their supporters, which Prime Minister Morgan Tsvangirai blames on President Robert Mugabe's youth brigades. In the last two weeks, Tsvangirai's Movement for Democratic Change (MDC) has traded accusations with Mugabe's ZANU-PF party over attacks on some MDC members in townships around the capital Harare, including the burning down of a satellite party office.

Zimbabwe's defence minister has said the army will crush any Egyptian-style uprising led by Prime Minister Morgan Tsvangirai. The latter said last week that there is nothing wrong with people demanding their rights, including in Zimbabwe. 'We in Zanu PF (Mugabe’s party, ed.) are determined to make sure that there is peace,' defence minister Emmerson Mnangagwa said to military commanders in the weekend. 'Those who may want to emulate what happened in Tunisia or what is happening in Egypt will regret it because we will not allow any chaos in this country,' Mnangagwa said.

South African based refugee rights group, PASSOP, has accused the Zimbabwean government of robbing its citizens in South Africa, where more than a hundred thousand Zim nationals are still waiting for passports. Zimbabweans who have applied for permits to remain in South Africa legally are still waiting for their government to issue them passports so they can get the permits. But the Zim authorities have not made good on their promises to roll out the documents, even shunning meetings with civil society to explain the delay.

The government has announced that laws requiring foreign mining companies to sell a majority of their shares to locals will be gazetted by the end of February. In a statement published in the state-run Herald newspaper on Wednesday, the Indigenisation and Empowerment Minister, Saviour Kasukuwere, said consultations were at an ‘advanced stage’ and new regulations would be gazetted no later than the end of February. A controversial Indigenisation and Economic Empowerment Act, requiring all businesses to give 51 per cent of their shares to locals was signed into law in 2008, but the government has not yet acted on it.

The poverty line for maintaining a family of five in economically ravaged Zimbabwe rose last year to $467 per month - but without increased earnings to cover the 8 per cent rise, Zimbabwe's state statistics agency said on Monday. The nation's 240,000 civil servants, teachers and government workers are planning to strike to protest average monthly incomes of about $200. With massive unemployment, most Zimbabweans survive on the equivalent of about $1 a day. Two million people are set to receive food aid in coming months, according to the United Nations.

Zimbabwe has seen a surge in political violence and intimidation as the government prepares for national elections, an independent advocacy group said. The Southern Africa Coalition for the Survivors of Torture said in a new report on Sunday that tensions rose markedly in January. They reported mob attacks, threats, assaults, questionable arrests by police and at least one shooting in the capital of Harare and its suburbs.

Sham elections across Africa have been a major cause of insecurity, instability and violent conflict; recent examples include Kenya, Zimbabwe and Ivory Coast. The Africa Union (AU) must be robust and resolute in promoting shared values and best practices in the management of elections for purposes of political stability, good governance and sustainable socio-economic development. As representatives of Zimbabwe’s civil society, we are convinced that at present, the country has not carried out sufficient institutional and legislative reforms to enable the country to hold credible elections free of violence and intimidation.

Two years into Zimbabwe’s power-sharing government, President Robert Mugabe and the Zimbabwe African National Union- Patriotic Front (ZANU-PF) have used violence and repression to continue to dominate government institutions and hamper meaningful human rights progress, says the Zimbabwe section of the World Report 2011 issued by Human Rights Watch. 'The former opposition party, the Movement for Democratic Change (MDC), lacks real power to institute its political agenda and end human rights abuses. The power-sharing government has not investigated widespread abuses, including killings, torture, beatings, and other ill-treatment committed by the army, ZANU-PF supporters, and officials against real and perceived supporters of the MDC.'

Zimbabwe's fiscal cupboard remains bare and the unity government will struggle to meet its wage bill for public sector workers in January 2011, finance minister Tendai Biti told the inaugural Global Poverty Summit in Johannesburg on 19 January. Public sector unions are threatening a national strike and have refused an 18-26 per cent salary increase offer by government that would increase the lowest-paid worker's monthly income from $128 to $160. The unions are demanding a minimum monthly wage of $500.

Between 20 September and 31 December 2010, the Department of Home Affairs (DHA) carried out the Zimbabwe Documentation Process (ZDP). In the period leading up to the documentation process, civil society organisations began voicing concerns about the short timeline provided and the management of the process. These concerns continued as the process got underway. In light of these concerns, and in order to identify any obstacles as they emerged, the African Centre for Migration and Society (ACMS) – formerly the Forced Migration Studies Programme – began sending researchers to observe the situation. The findings from this monitoring provide a picture of how the process worked and highlight important problem areas. This report presents the key lessons learned, with suggestions for carrying out future regularisation measures.

A councillor in a remote district of Binga has revealed that state security agents are compiling a visual database of MDC officials that they suspect are potential candidates in the next elections. The CIOs have already taken photographs of some councilors in Binga, but others have refused to be photographed, saying they know that their images will be used to identify them when violence is unleashed during elections. SW Radio Africa spoke to Councillor Temba Toonse Kunjulu, popularly known as TTK in his Jabuba ward in Binga, who described how he was recently approached by CIOs who asked him if he would be running for a position during the next elections.

Politically motivated sexual violence against women in Zimbabwe takes many forms. These include extreme violence, gang rape and insertion of objects (bottles and sticks) into the women's genitalia. This report from the Research and Advocacy Unit (RAU) and Zimbabwe Association of Doctors for Human Rights (ZADHR) is the first coming out of Zimbabwe focusing particularly on politically motivated rape; the aim of the study was to provide a valid and reliable description of cases of politically motivated rape. Since this was a clinical rather than an epidemiological study, there was no attempt to determine either the prevalence of political rape or to establish how representative the sample was.
