A plan to fund, to the tune of over US $14.5 billion, the project of water transfer from the Congo River to Lake Chad as a way of saving the lake and the livelihoods of millions of people living around the lake could have been another reason that the former Libyan leader Gaddafi was assassinated.  

Jacqueline Moudeina is a Chadian lawyer and President of The Chadian Association for the Promotion and Defense of Human Rights (ATPDH). She is a recipient of the 2011 Right Livelihood Award. Moudeina is pursuing justice for the survivors of former Chadian president Hissène Habré’s terror regime.

Chad accuses Hissène Habré of having looted the Chadian treasury upon fleeing the country, and with reason. But it is obvious that a legal entity, such as a company or a state, cannot be the victim of most serious violations of international law, such as genocide, crimes against humanity, war crimes and torture.

The media watchdog, Committee to Protect Journalists (CPJ), has accused Chad of intimidating journalists and called on the government to halt those actions with immediate effect. It said in a statement that Chadian authorities were abusing the judicial and law enforcement systems to silence news coverage critical of the government's performance, censoring publications and targeting one editor with an unjust criminal conviction.

The recent arrests of three union officers and the editor of N’Djamena Bi-Hebdo (an independent, bi-weekly newspaper) are symptomatic of a disintegration of freedom of expression in Chad. These arrests are the result of protest movements against the impoverishment of Chad’s population and the privatization of the country’s resources, reports Global Vocies Online.

Some 1,000 Chadian migrants - most of them children separated from their families - are waiting for aid in the village of N’Gbouboua in the Lac region of western Chad having fled Boko Haram-related violence in Nigeria, according to the International Organization for Migration (IOM). With more arriving each day - some 100 have arrived in the last 48 hours according to the UN Children’s Fund (UNICEF) - the food situation is getting desperate, say aid workers.

As a food crisis continues to spread and levels of severe acute malnutrition continue to rise in Chad, Doctors Without Borders/Médecins Sans Frontières (MSF) is expanding the number of emergency malnutrition treatment programs it is operating in the country. Even in a normal year, Chad has one of the highest rates of chronic malnutrition in the world. This year is showing signs of being worse than usual. In early 2012, in some areas of the country, rates of global acute malnutrition as high as 24 per cent have already been reported among children under the age of five.

As dusk settles over the isolated Saharan town Kufra, young guards order a few hundred migrants lined up at a detention centre to chant 'Libya free, Chadians out', before they kneel down for evening prayers. Most of the prisoners in the small, squalid compound called the Freedom Detention Centre – run by Kufra’s military council – are from Chad. Hundreds more, from Somalia, Eritrea and Ethiopia, were moved to bigger facilities due to overcrowding.

As you approach the Lake Chad basin from Maiduguri, in northeastern Nigeria, the atmosphere of despair is telling. The air is dusty, the wind is fierce and unrelenting, the plants are wilting and the earth is turning into sand dunes. The sparse vegetation is occasionally broken by withered trees and shrubs. The lives of herders, fisherfolk and farmers are teetering on the edge as the lake dries up before their eyes. The UN Food and Agriculture Organization (FAO) has called the situation an 'ecological catastrophe', predicting that the lake could disappear this century.

On 16 June the government of Chad signed an action plan to end recruitment and use of children in its national army and security forces. The new action plan is an agreement between the Chadian Government and the United Nations to end recruitment and use of child soldiers. The action plan spells out concrete steps, which when taken, will result in Chad being removed from the Secretary-General’s list of parties who recruit and use children.

Chad went to the polls on Monday in the first round of its presidential election with incumbent Idriss Déby Itno virtually assured of extending his 21-year rule after his main rivals boycotted the vote. Key opposition leaders have withdrawn from the vote after claiming that his Patriotic Salvation Movement (MPS) party stole February parliamentary elections and the start of Monday's vote was marred by hitches. Opposition leaders Saleh Kebzabo, Wadal Abdelkader Kamougue and Ngarlejy Yorongar say they will not recognise the poll amid demands for reforms including the issuing of new voters' cards.

Dozens of minors interviewed by Amnesty International for a new report had joined the Chadian army and armed opposition groups in the east. The report found that 80 per cent of the estimated 7,000-10,000 child soldiers recruited in Chad are associated with armed groups, while the remaining 20 per cent are involved with the country’s armed forces. These UN estimates also indicate that they may have been used as combatants.

Chad's opposition parties withdrew from the electoral commission on Friday (25 March), putting at risk a delayed presidential election scheduled for next month. Three major opposition candidates in the oil-producing Central African country already said this week they would boycott the vote on concerns it would not be credible.

As South Africa prepares to host the United Nations climate change summit in Durban this year, Lake Chad is living proof of the continent's environment in crisis. It was almost double the area of Gauteng just four decades ago but has shrunk by 95%. It is now smaller than Johannesburg.

Cholera, though easily preventable, is one of the most deadly diarrhoeal diseases. Once someone is infected through contaminated food or water, the vibrio cholerae bacteria are present in faeces for one to two weeks, and without proper sanitation are likely to infect others. But proper sanitation facilities, as well as safe drinking water, are out of reach for most Chadians. And tackling this, experts say, must be the priority post-emergency. With the rate of infection slowing as of mid-December, Chad had 6,369 documented cases of cholera with 180 deaths, according to the UN Office for the Coordination of Humanitarian Affairs.
