Amnesty International today appealed to the different armed forces fighting in eastern Democratic Republic of Congo (DRC, formerly Zaire) to halt further killings and other mass human rights abuses against unarmed civilians.

The Rwandan government has violated the basic rights of tens of thousands of people by forcing them to abandon their homes in rural areas and move to makeshift dwellings in government-designated sites, Human Rights Watch has charged in a report.

The Brussels-based think tank, International Crisis Group, on Friday issued a report describing the performance of the ICTR as "lamentable". It said that seven years after its establishment, the ICTR had handed down verdicts on only nine individuals and not one of the alleged masterminds of the 1994 genocide - including Colonel Theoneste Bagosora who has been in prison for five years - had been brought to trial. However, the report said there were some points in the ICTR's favour. "It has provided indisputable recognition of the Rwanda genocide and has politically neutralised the 'Hutu Power' movement's agenda of Tutsi extermination." But, the report went on, "seven years on, it has still not been able to shed light on the design, mechanisms, chronology, organisation and financing of the genocide, nor has it answered the key question: who committed the genocide?".

After eight weeks of debates and 12 hours of deliberation, the jury of the Brussels 'Cour d'Assises' [Crown Court] in Belgium declared four Rwandans guilty or partially guilty of war crimes committed during the 1994 genocide. The announcement came at 0230 (local time) on Friday morning. The sentences will be pronounced on Friday afternoon. The four - Vincent Ntezimana, 39, a former professor at Butare university; Alphonse Higaniro, 52, the former director of a match factory; and two nuns Consolata Mukangango, 42, and Julienne Mukabutera, 36, known as sisters Gertrude and Maria Kisito - face a maximum sentence of life imprisonment.

A former MP is among 10 people sentenced to death in a ruling on genocide by a court in the northwestern town of Gisenyi, Rwandan radio reported on Saturday. It said Wellars Banzi, who was an MP under the former regime and an ex-chairman of the Mouvement republicain national pour le developpement (MRND), was among 54 people on trial for genocide. Twenty three others were sentenced to life imprisonment. He was found guilty of "inciting ethnic division" through articles he wrote for the extremist 'Kangura' newspaper.

The international tribunal for Rwanda has arrested one of the most wanted men for the 1994 genocide in its own building after he was discovered working at the United Nations court under a false name.

The International Secretariat of OMCT has been informed by Agir Ensemble pour les Droits de l'Homme, a member of the OMCT network, of the arbitrary arrest of six people in Rwanda.

President Paul Kagame has reiterated that Rwandan troops are in the DRC for security reasons. Addressing a joint press conference with visiting Malawian President Bakili Muluzi, Kagame again denied his country had been plundering Congo's natural resources, as stated in a report by a UN panel of experts. "There have been accusations about human rights violations in eastern Congo. There have been accusations about plundering Congo's wealth," he said, according to Rwandan radio.

The Rwandan government should step up efforts to resolve recent cases of disappearances and an assassination, Human Rights Watch said today. Such cases, relatively common between 1995 and 1997, seem to be becoming more frequent in a context of growing tension between Rwanda and its neighbors.
