President Kim's unorthodox public relations charm offensive that has successfully overwhelmed the senses of outsiders is matched in degree by the ruthless campaign of fear he wages that has at best silenced his internal critics or at worst forced vulnerable World Bank staff to praise his leadership.

Despite legislation of 2005 and 2012 to ensure the civil and constitutional rights of all Americans are upheld, the World Bank continues to systematically discriminate against Blacks in general and African Americans in particular.

The bank’s governance structure has denied Africa a voice for many decades, but utterly appalling is the deeply entrenched bias against black people in the World Bank’s human resources practices.
