Finance minister Dr. Ezra Suruma in the budget speech shattered teachers' hopes of earning at least sh200,000 as promised by President Yoweri Museveni last year. Suruma instead announced a sh10,000 increment on their current salary of sh130,000. John Situma, the deputy secretary general of the Uganda National Teachers' Union (UNATU)described the increment as a mockery to the teaching profession and an abuse of the President's pledge. In protest, Kampala primary school teachers took to the streets to air their displeasure.

Zambia's ruling party, the Movement for Multiparty Democracy (MMD), on Friday denied that it had authorised any attack on the media, after claims that its supporters had attacked newspaper vendors. Many refugees in South Africa find themselves unable to begin or continue with their education. A 2003 study, the ‘National Refugee Baseline Survey’, found that almost 40 percent of persons surveyed had children who were not attending school, mostly because their parents were unable to afford the fees. Those surveyed also reported that refugee children were turned away from primary schools because the facilities were said to be full, or unwilling to accept children with asylum seeker and refugee permits.

It is exactly now 29 years after the massacre of thousands of children who marched against the compulsory teaching of Africans and many injustices perpetrated against children in schools in Soweto, South Africa during the Apartheid Era. 16 June 1976 marked a new era for the African child, an era of deep thoughts, feelings, emotions and vision. An era that made the world over sympathise with the African child more – a child born and bred in a continent not only plagued by poverty but by disease and both natural and man made disasters. What comes into my mind about the African Child today is a deep sense of deprivation – a child born in a rich continent with abundant human and material resources, a child whose legs are in a deep pool of water but whose presence does not mean much as the same child dies from thirst.

The Mozambican government launched on Tuesday a literacy programme by radio to benefit initially about 20,000 people in Maputo, Manica and Cabo Delgado provinces, respectively in the south, centre and north of the country. The radio programme, that involves 45 lessons and takes three months, as well as the production of manuals for the teachers and the students, was first experimented with in Manhica.

The Government is planning to have a third of top public university management positions occupied by women. Education minister Prof George Saitoti has directed the newly gazetted Public University Inspection Board to give its recommendations on the matter. "Currently our university managements are male-dominated and this situation is not tenable and there is need to change without delay," said Saitoti.

A weekend raid into Mauritania by Algerian Islamic militants illustrates why north Africa needs the U.S.-led joint counterterror exercises launched this week, a U.S. military spokeswoman said Wednesday. The training exercise began Monday in Chad, Mauritania, Mali, Niger and, for the first time, Algeria, from where Islamic insurgents linked to the al-Qaida network began a raid into Mauritania that left two dozen dead. Five other countries will take part by the time the program finishes in two weeks.
