Israel has turned back dozens of African asylum-seekers, mostly Eritreans, trying enter the country from Egypt, Human Rights Watch and two other NGOs said. 'Since June, Israeli forces patrolling Israel's newly constructed ... border fence with Egypt's Sinai region have denied entry to dozens of Africans, mostly Eritreans,' HRW and Israeli NGOs the Hotline for Migrant Workers and Physicians for Human Rights said in a joint statement.

Spain's maritime rescue service has found 14 bodies in the sea and rescued 17 people after a boat carrying migrants from Morocco began to sink in the Mediterranean. Search operations are continuing because one of the migrants said about 70 people had been on the boat, a rescue official told the Associated Press.

Despite a government policy that made science subjects compulsory for all secondary school students, there is a reported shortage of 6,500 teachers to teach the subjects. According to the Ministry of Education, even the available 6,500 science teachers, a good number of them were ill-trained and cannot adequately pass on the skills to the learners.

Yemen is looking to implement a new series of measures that would curtail the rising number of Ethiopian migrants that are entering the Arab Peninsula through its borders. Some 300 Ethiopian nationals who had been stranded in Yemen returned home late last month after they had been stuck in Yemen and Gulf countries for months, the International Organization for Migration (IOM) said in a statement. In total, nearly 1,000 Ethiopian migrants, stranded in Yemen, are being flown home by the International Organization for Migration (IOM), with the last flight scheduled for early October in an effort to help the Ethiopians leave what has become an abusive situation.

Nigeria lost out on tens of billions of dollars in oil and gas revenues over the last decade from cut price deals struck between multinational oil companies and government officials, a confidential report seen by Reuters says. A team headed by the former head of the anti-corruption agency Nuhu Ribadu produced the 146-page study on an oil ministry request. It covers the year 2002 to the present.

The 2nd All Stakeholders Conference got off to a dramatic and chaotic start in Harare on Monday, with the MDC-N leader Welshman Ncube walking out of the event, to protest the presence of Deputy Prime Minister Arthur Mutambara. At the heart of his protest is the fact SADC leaders resolved at the last summit in Maputo that Ncube would be the third principal allowed to participate in GPA negotiations. Over 56 million young people in sub-Saharan Africa have not completed primary school and lack basic skills for employment, according to a report. These young people are aged between 15 and 24. The African leg of the UN Global Monitoring Report on Education was released by the UN Educational Scientific and Cultural Organisation (Unesco) in Soweto.

Ghana says it takes strong exception to the contents of the purported United Nations Group of Experts report on Cote d’Ivoire, which was prematurely leaked to the media. The state-owned Graphic on Saturday quoted a statement signed by Mr Chris Kpodo, Deputy Minister of Foreign Affairs and Regional Integration, as saying it was grossly abnormal for such a report to appear in the public domain before it was received by the Security Council Sanctions Committee, which was scheduled to meet to receive the report on 12 October. 'The Government of Ghana, therefore, takes strong exception to the contents and leakage as it sought to give credence to repeated allegations that Ghana is being used as a base by Ivorian refugees and exiles to destabilise the Ivorian Government.'

Francophone Africa is not as involved in the fight against AIDS as the rest of the continent, according to a report presented in Kinshasa, on the sidelines of the 14th Summit of the International Organization of la Francophonie (OIF) holding in the Congolese capital. The report notes that 43 per cent of people with AIDS have access to treatment in francophone countries, against 59 per cent in the English-speaking countries. Nearly 50,000 children are born each year with HIV in francophone Africa, the report said, noting that 60 percent of them are in DR Congo alone.

Offering free education, making it compulsory and supporting it politically has been the winning strategy behind Burundi's successful bid to ensure that virtually all children get a primary school education. In this interview from the Africa Report website, UNICEF's representative in Burundi, Johannes Wedenig, expatiates on government's positive role in this development. There have been some major drawbacks to such an avalanche of new students, Wedenig admits. Not enough of qualified teachers, classrooms, desks and books has created real bottlenecks. So one of the 'side effects' to the surge in school attendance, notes Wedenig, has been overcrowding and an increase in the pupil-to-teacher ratio.

The correctional services department owes about R1.3-billion in damages to prisoners and former inmates for bodily injury and rape while in prison. A recent report by the Judicial Inspectorate for Correctional Services (Jics) – the government-appointed oversight body – identified R71-million in wasteful expenditure and R215-million in irregular expenditure. There also appears to be confusion over how many prisons exist in South Africa. According to the department's annual report, there are 243 correctional centres, but according to the report there are 236. The department has not explained the discrepancy.

During the release of the 'On the Point of Tenders' report, Public Protector Thuli Madonsela stopped short of actually declaring that corruption had been at the root of a highly irregular tender worth around R50-million, originally being awarded to a company from which Malema had benefitted – but only because the Hawks are currently investigating exactly that.

The South African Democratic Teachers Union has given Basic Education Minister Angie Motshekga seven days to act on the Limpopo textbooks report. The union said a thorough investigation was necessary into those named in the presidential task team report on the Limpopo textbook crisis. 'Sadtu calls for the investigation to take place as a matter of urgency and no stone to be left unturned because we don't want to see a repeat of [the] Limpopo saga in 2013,' said general secretary Mugwena Maluleke.

Distrust of foreigners has increased in South Africa in the four years since a wave of xenophobic violence swept the country. Some 67 percent of South Africans say they do not trust foreigners at all, compared to 60 percent in 2008, survey findings released this week revealed. The survey, by independent research project Afrobarometer and the Institute for Democracy in South Africa, found that nearly a third of the 2,400 respondents would take action to prevent migrants from moving into their neighbourhood and 36 percent would try to stop them from operating businesses.
