The United States said Sunday it is suspending military aid to Rwanda because of 'deep concerns' over evidence it is supporting a mutiny in the neighbouring Democratic Republic of the Congo. State Department spokeswoman Darby Holladay said Washington 'has decided it can no longer provide foreign military financing appropriated in the current fiscal year to Rwanda.'

Rwanda and the Democratic Republic of Congo have agreed in principle to allow a neutral international force to patrol their borders, reports say. The proposed force would tackle militia groups in the eastern DR Congo. The deal was reached by leaders of the two countries on the side lines of an African Union summit, Rwanda's Paul Kagame told AFP news agency.

Authorities in eastern Democratic Republic of Congo accused neighbouring Rwanda on Tuesday 10 July of 'invading' a volatile border area, portraying an advancing rebel insurgency as a Rwandan military operation. The Rwandan government has consistently denied allegations by Congolese officials and United Nations investigators that it is fomenting and supporting the Tutsi-dominated M23 rebel movement in Congo's mineral-rich North Kivu province, long a tinderbox of regional ethnic and political tensions.

After weeks of delay, the United Nations released its full annex by the UN Security Council condemning the Rwandan government for its support of Congolese rebels. The 48-page annex, which was leaked partially last week, claims that the Rwandan government was instrumental in the militarisation of M23, a mutinous movement that is allegedly led by, among others, Bosco Ntaganda, a military official wanted by the International Criminal Court for alleged war crimes relating to the recruitment and use of child soldiers.

Amid continuing instability and bursts of fighting in eastern Congo, civilians keep crossing into Rwanda - where the number of arrivals since late April has passed 10,000 - and south-west Uganda. Foreign Minister Louise Mushikiwabo has labelled rumours circulating about Rwanda's involvement in the eastern DRC as 'categorically false and dangerous'. She was responding to reports on the BBC of a UN report alleging that solders had been recruited and trained in Rwanda and then transferred to the eastern DRC to take part in the conflict between the Congolese government and rebel forces.

Reporters Without Borders has deplored community radio presenter Habarugira Epaphrodite's detention since 24 April in the main prison of Gitarama, the capital of Muhanga district, on a charge of 'minimizing' the 1994 Tutsi genocide and 'spreading genocide ideology'. Epaphrodite was arrested because, while reading a report about ceremonies marking the 18th anniversary of the genocide on community radio Huguka's morning new broadcast on 22 April, he mixed up the Kinyarwanda words for 'victims' and 'survivors', making it sound as though he approved of the genocide.

The large amount of donor funding that has gone into Rwanda's fight against HIV has not affected efforts to prevent and treat unrelated diseases, such as malaria and measles, and may in fact have improved overall healthcare, a six-year study has found. Researchers at Brandeis University in the US compared the performance of health clinics providing HIV services with those that did not by collecting data on the number of vaccines administered, visits to register child growth, and non-HIV/AIDS hospitalizations to monitor the attention given to non-HIV health issues.

Renewed heavy fighting in eastern Democratic Republic of Congo's (DRC) North Kivu Province has pushed some 3,000 Congolese refugees into northern Rwanda where they are in need of humanitarian assistance, says a senior UN official. 'The situation is worsening since humanitarian volunteers are now overwhelmed by the influx of Congolese refugees who are arriving in Rwanda,' Neimah Warsame, the UN Refugee Agency (UNHCR) representative in Rwanda, told reporters on 3 May.
